- 撤销双桥(地级)市，成立夏州市双桥(县级)市；
- 行政规划上，夏州市将作为秋叶原特别行政区 (秋叶原区) 新界区的一部分；
- 双桥地铁保留，且同东湖地铁作为秋辽铁路专营权的一部分；
- 成立兽达巴士 (兰溪)，作为双桥公汽、秋辽巴士、秋兽聚巴士分别、秋叶原巴士、南原巴士的母公司。

- In terms of administrative planning, Xiazhou City is a part of New Territories, Qiuyeyuan SAR;
- Shuangqiao Metro and Donghu Metro as part of the QLR franchise;
- Formation "Furlink (Lanxi) Co. Ltd", and parent company of Shuangqiao Motor Bus, QLR Bus, QFP Bus, Qiuyeyuan Metro Bus and Nam Yuen Motor Bus.
